CAPR Announcement for the Annual CAPR Banquet May 31, 2025 Honoring Keynote Speaker Brian Heywood!

We are grateful and pleased to announce the recipient of the Rodney and Laurel McFarland Award, Brian Heywood, has graciously agreed to present as the keynote speaker

for the CAPR Annual Banquet Event! 

Brian Heywood, admired for his achievement and his noble actions, has heroically promoted initiatives to correct the legislative failure to follow the will of the people rather than their own will in promulgating and passing law.  Law that had clearly and repeatedly faced overwhelming rejection by the citizens of Washington in session. 

Brian Heywood launched Let’s Go Washington and the will of the people had finally been heard and had prevailed with a record number of signatures gathered on initiatives opposing and correcting errant legislation. 

While the saga does not end there, Brian Heywood continues to march on championing the will of the people even in the face of judicial annullment of that will.

Misguidedly, the courts of Washington State continue to ignore the rights of its citizens and Article 1, Section1 of the state constitution, instead inserting their political will in its place.

Political Power All political power is inherent in the people, and governments derive their just powers from the consent of the governed, and are established to protect and maintain individual rights.

It is clear the Judiciary and the Judicial System in Washington state needs to be reminded that their just power is derived from the consent of the citizens where that power is inherent and has been expressed through the initiative process!

Please help CAPR in appreciating and understanding the will of Brian Heywood and attend the banquet on May 31st!  Let's Celebrate the honorable actions and work of Brian Heywood!

CAPR is regrettably announcing today that yesterday, due to unforeseen circumstances with a legal case for Robert Barnes, he had declined his commitment to present as the keynote speaker at the Annual CAPR banquet to be held this Saturday, May 31.
