The Environmental Protection Agency (EPA) is taking direct final action to amend EPA’s claims collection standards to implement the administrative wage garnishment provisions of the Debt Collection Improvement Act of 1982, as amended by the Debt Collection Improvement Act of 1996 (DCIA). The direct final rule will allow the EPA to garnish non-Federal wages to collect delinquent non-tax debts owed the United States without first obtaining a court order.

According to the Treasury Department, under DCIA, such debts include “unpaid loans, overpayments or duplicate payments made to federal salary or benefit payment recipients, misused grant funds, and fines, penalties or fees assessed by federal agencies.” https://www.fms.treas.gov/news/factsheets/dcia.html
CAPR is alarmed by this phrase that raises red flag! and fines, penalties or fees assessed by federal agencies, the EPA and other government entities are notorious for imposing ridiculously huge fines, often in the tens of thousands daily. Most individuals would be buried under such fees or fines in short order. This rule takes away the due process of redress in court.
