2015 Can Be CAPR's Most Productive Year! Thanks to your generosity and dedication to the cause of property rights, CAPR had an eventful 2014, CAPR and the CAPR Chapters were able to take many successful actions that could not have happened without your support! You and CAPR can build on the legal actions, public education, meetings, CAPR advertisements, interviews on radio and blogs, and communications with legislators, as CAPR continues with our work to protect and restore your property rights even more vigourously in 2015! CAPR is excited to announce the decision to engage a dedicated lobbyist to lobby and advocate for property rights! Cindy Alia has gained experience advocating for Property Rights as a very active volunteer for CAPR over the last 10 years. Cindy will take this experience to Olympia and build on the working relationships with our legislators, and pushing for bills that help protect property rights, while advocating for restricting bills that harm property rights. Cindy will track and report on bills introduced, committee meetings, and agency actions. Through research and public disclosure, Cindy will get the facts right for providing testimony and comment on committee and agency actions for you, the property owner year round in Olympia and across Washington State. As your lobbyist Cindy will continue to work on building coalitions and coordination with like-minded organizations and individuals, attending meetings and networking to strengthen and increase CAPR's reach and positive activity, keeping you informed along the way with newsletters and blog articles. Cindy, with the help of others, will work with our legislators to push through the Olympia system 11 new bills to restore property rights by taking rule-making authority out of the hands of our agencies and back under the control of lawmakers, and strengthening the citizens' standing in court. Laws should be written and passed by lawmakers as they are those accountable to the voters, not the agencies. These bills will return to the citizen liberty through self-government. Other new pro-property rights and pro-liberty bills are currently being worked on and considered. A system of ordinances and actions by agencies have damaged property rights. These damages include such things as the neglect of the provisions in the growth management act, critical areas, shoreline master plans, and the set-back and buffering of streams, wetlands, and even underground aquifers. Our agencies have a hand in the creation of mitigation and banking schemes for water, fish, land, and environmental areas, and have created plans and rules to implement them. Water resource inventory areas (WRIAs), have been established and mapped, and have become regional planning areas giving the Department of Ecology authority over water availability throughout the state, having a negative impact on property owners, builders, farmers, ranchers, and our resource industries. The average citizen has been denied wells and water availability to build on their own land. CAPR, CAPR Chapters, and members have worked together statewide to regain control over these kinds of manipulations with success, but there is much work to do on a continual basis to restore the reasonable balance of constitutional property rights with factual and scientifically proven environmental needs. The lobbyist position will bring the efforts of CAPR and others together with meaningful impact in a coordinated way. As CAPR’s lobbyist, Cindy is off to a running start and will continue her diligent work to protect and advocate for your Property Rights in Olympia and state-wide throughout the coming year.
